How to Unlock[]
In Downtown, there are three pylons in the district that don't have the normal yellow tops, and need to be painted yellow. One pylon is just southwest of the circle sculpture in the east side. The second is in the northwest part of the district, in front of the building marked "BANK". The last is in the southeast part of the district, just east of Promenade Gardens.
